The meetings organized both at central and territorial level had a pro-active approach, all participants showing appreciation for the activity conducted by the Anti-corruption General Directorate. During these meetings questions have been posed, such as:

Will high officials be subject to Anti-corruption General Directorate investigations ?

Anti-corruption General Directorate prevents and combats corruption within the entire MoAI personnel, including leading and operational positions.

Will drastic measures be taken, when necessary ?

When corruption crimes are reported, of course the legal measures will be taken. If the noticed situations do not show all characteristics of corruption crimes, the competent structures or institutions will be informed, in order to take the legal measures.

Which is the manner or the means to protect an honest officer from mal- intended complaints?

Any complaint regarding the Ministry’s personnel is thoroughly verified and documented, in order to prevent all abuse. In the case of charges brought by complaints or denounces, the relevant court may be noticed for alleged calumny.

Will special attention be paid to officers most exposed to corruption ?

Special attention will be paid to this personnel category, mostly from the preventive angle, in order to exact identification of the conditions which favour corruption.

Which is the methodology to conduct Anti-corruption General Directorate’s investigations?

Investigations involving ministry’s personnel will be conducted in a transparent manner, according to penal procedures, guaranteeing the presumption of innocence and the defense rights.
We also have to mention the Strategic Committee within MoAI, which was set-up by minister’s order No. 1154/2006, to counsel and assess Anti-corruption General Directorate activity. The committee includes heads of central directorates, state secretary and 3 NGO’s representatives.

Which is the difference between the integrity and fidelity tests ?

Professional integrity test is a means to identify, assess and remove the risk factors responsible for corruption acts committed by MoAI personnel;
Professional fidelity test is a means to verify the way MoAI personnel conduct daily activities according to professional exigencies and deontology.
